There are many premium industrial office for rent at city-fringe with good corporate image at 40% – 50% cheaper rent than full-fledged commercial or office space in CBD or central area.

Companies that would like to operate their office-cum-warehouse or their HQ/regional offices with some production/R&D works can choose to be based at premium industrial building that carry good corporate image but cheaper than commercial office space. However, the usage of such space has to conform with URA 60/40 rule. Please see Note 1 below for clarification what this rule means.

Generally these premium industrial buildings offer office-like environment with loading/unloading facilities to cater for production/logistics requirement. Most of these office space for rent are fitted with ceiling board, air-con, and lighting. They are also located conveniently near major transportation and have nice excellent building facade. Some of the units have centralised aircon, while some have individually-controlled aircon. The ground floor lobby where reception and waiting lounge can be quite grand and presentable too. Even walkways at the common corridor are air-conditioned and well maintained.

Does URA 60/40 Rule apply to Hi-Specs Industrial Building?

 

Yes. URA 60/40 Usage Rule applies to all B1 and B2 industrial buildings and Business Parks in Singapore.

What is URA 60/40 Rule?

To ensure that limited industrial land is used mainly for industrial uses, the URA requires at least 60% of the total floor area of an industrial building to be used for core industrial activities. However, URA recognises that certain non-industrial activities, such as ancillary offices, staff canteens and showrooms are needed to support the predominant industrial uses. Hence, such supporting non-industrial uses, together with ancillary areas (e.g. lift lobbies and circulation spaces) are allowed to occupy up to 40% of the total floor area of an industrial development. – URA

In short, the unit in industrial building is not allowed to be used 100% as office, shop front eg. travel and maid agencies, accounting firms, law firms, advertising agencies, tuition center, supermarket, religious activities, child care, etc. There need to be a predominant use of minimum 60% to be set aside for core industrial activities (see table below). The ancillary component is limited to a maximum of 40% for non-core or supporting uses such as office function eg. HR, admin, finance, sales and marketing, pantry.

Premium Industrial Office For Rent

Suitable Trades

These industrial office for rent are suitable for various trades such as high-tech industries, IT-related, software development, data centre/processing, product design and development, R&D, digital communication, lab testing, logistic & distribution trade, industrial training centre, customer service centre, etc.

Companies can also choose to be based their office at business parks if they are in high value-added trade, R&D, bio-sciences, etc and want to be close their own cluster of trade/expertise. Image-wise, these offices for rent are not anywhere inferior than their CBD offices. Yet, rental rates for these premium industrial office and production space can be 40% – 60% cheaper than pure commercial office building for rent.

Rent – Free Period

Some companies prefer to rent a bare warehouse unit so they can renovate it to their own liking, while some prefer a fitted unit to save on renovation costs. Fitted unit may come with a takeover fee that can be negotiated.

Security Deposit

Corporate landlords in Singapore typically request for 2 – 3 months deposit depending on the lease terms. Some landlords even look at the company’s paid-up capital (e.g. min 6 months of gross rental or SGD100,000 paid-up capital) to decide the minimum rental deposit as they would like to be ensured of the going-concern and viability of the tenant.

Warehouse rental rates are typically fixed during the lease period or can be negotiated on an escalating rental basis after certain period (esp for longer lease duration 3- 5 years). A free renovation/ fitting-out period for certain period are also normally given by the landlords to facilitate the move-in. Note that ground floor industrial space generally commands a higher rent than that of upper floor.
